Traffic Citations in Makakilo

Traffic enforcement in Makakilo is handled by HPD District 8, which covers west and southwest Oahu. The district office can be reached at (808) 723-8400. Citations issued in Makakilo follow the same statewide Hawaii process. The three types are: Notice of Traffic Infraction (NTI) for civil violations, Criminal Traffic Citation and Arrest (CTCA) for criminal offenses, and Notice of Parking Infraction (NPI) for parking violations.

NTI citations are the most common. Under HRS Chapter 291D, you have 21 days from the date of an NTI to respond. You must pay the fine, request a no-contest plea, or ask for a hearing within that window. Missing the 21-day deadline can result in a default judgment. NTI fines for Makakilo citations can be paid online via eTraffic Hawaii, by mail, or in person at the Waianae District Court. Online payments have a $1.50 flat fee plus 2.6% of the fine amount.

CTCA citations under HRS Chapter 291C require a court appearance. They cover offenses such as DUI, reckless driving, and driving with a suspended license. These cannot be paid online. The court date on the citation is mandatory. Failure to appear can lead to a bench warrant.

Note: Makakilo roads include steep grades and switchbacks. Speed enforcement is common on the hillside streets leading into the community. Citations issued on these roads go to Waianae District Court.
