Traffic Citations in Kapolei
Traffic stops in Kapolei are handled by HPD District 8. District 8 covers the entire west and southwest Oahu area. The main district contact is (808) 723-8400. Officers issue citations in one of three types: a Notice of Traffic Infraction (NTI) for civil violations, a Criminal Traffic Citation and Arrest (CTCA) for criminal traffic offenses, and a Notice of Parking Infraction (NPI) for parking.
For NTI citations, HRS Chapter 291D gives you 21 days from the citation date to respond. Your options are to pay the fine, request a no-contest plea at a reduced amount, or request a hearing. If you do not respond within 21 days, the court may enter a default judgment. Older defaults may still carry license stoppers in some cases. Act 59 (2020) ended automatic stoppers for new civil infractions, but old unresolved defaults may have existing holds.
CTCA criminal traffic citations under HRS Chapter 291C require a court appearance. You cannot pay them online. The court date is printed on the citation. Missing that date can result in a bench warrant. Online payment through eTraffic Hawaii is only available for NTI civil infractions.
Note: West Oahu roads including Kapolei Parkway and Fort Weaver Road see regular enforcement. Citations issued on H-1 in the Kapolei area also go to Waianae District Court.
