Traffic Citations in Waipahu

Traffic stops in Waipahu are handled by HPD District 3, which covers the Pearl Harbor and west Oahu area. When HPD issues a citation, it will be one of three types. A Notice of Traffic Infraction (NTI) is the most common. It covers civil traffic violations and does not result in a criminal record. A Criminal Traffic Citation and Arrest (CTCA) covers more serious offenses like DUI or reckless driving and requires a court appearance. A Notice of Parking Infraction (NPI) covers parking violations only.

For NTI citations, HRS Chapter 291D sets a 21-day window to respond from the citation date. You must either pay the fine, request a no-contest plea, or ask for a hearing. If you do nothing within 21 days, the court may enter a default judgment. Defaults can accumulate and in some older cases resulted in a license stopper. Under Act 59 passed in 2020, automatic stoppers for new civil infractions were ended, but existing defaults from older cases may still carry holds on license renewal. Check your license status if you have old unresolved cases.

CTCA cases under HRS Chapter 291C cannot be resolved by payment alone. These cases require a court appearance and may result in criminal charges. If you received a CTCA, do not ignore it. Missing a court date on a criminal traffic case can result in an arrest warrant.

Note: Online payment through eTraffic Hawaii is only available for NTI civil infractions. CTCA and NPI cases must be handled in person or by mail.

The eCourt Kokua system is the primary tool for finding Waipahu traffic case records online. It covers all First Circuit district courts, including Ewa-Pearl City. You can search by full name, case number, or citation number. Results show case status, filings, hearings, and outcomes. No login is required and the service is free. Keep in mind that very recent citations may not appear until a few business days after issuance.

The eTraffic Hawaii portal lets you pay NTI fines or request a hearing online. It is a faster tool if you already know your citation number and just want to resolve the matter. Credit cards are accepted with a $1.50 processing fee plus 2.6% of the fine amount. Accepted cards include Visa, Mastercard, Discover, and American Express. Before going to the court in person, always check eTraffic first to see if online resolution is available for your citation type. The Hawaii Judiciary traffic cases page explains what eTraffic can and cannot handle.

Traffic Abstracts and Driving Records

A traffic abstract from the courts shows your citation history as recorded in the Hawaii judiciary system. It costs $20 per request. You can get one in person at the Ewa-Pearl City District Court or by submitting a written request to the court by mail. See the traffic abstracts page for instructions. Include your full legal name, date of birth, and driver's license number when requesting.

The Hawaii Department of Transportation provides a different document called the Driver History Record. The DHR costs $9 and shows your full driving history from the state's licensing files. It is available from the HIDOT Motor Vehicle Safety Office. Insurance companies and some employers may ask for the DHR rather than the court abstract, so check which document is required before you pay for either one. Certified copies of court documents cost $1.00 for the first page and $0.50 per page after. Plain copies run $0.50 first page and $0.25 per page after.

Waipahu Police Records and UIPA Requests

Police reports for traffic incidents in Waipahu come from the Honolulu Police Department Records Division, not the courts. The Records Division is at 801 South Beretania Street, Honolulu, HI 96813. Phone is (808) 723-3258. Hours are Monday through Friday, 7:45 AM to 4:00 PM. Submit requests by email to recordsrequest@honolulupd.org. Government agencies use HPD.Government.Requests@honolulupd.org.

Your request should include your full name, phone, email, the police report number if available, the date and location of the incident, the type of report you are requesting, names of people involved, and a color copy of government-issued ID showing your involvement. Include a self-addressed stamped envelope for mailed returns. Visit the HPD police reports page for the current form. Police report copies cost $0.50 for the first page and $0.25 per additional page.

Under Hawaii's UIPA law, found in HRS Chapter 92F, government agencies must respond to public records requests within 10 business days. Forms for formal UIPA requests are at the OIP forms page. If you have old unpaid citations with license stoppers, Volunteer Legal Services Hawaii offers free or reduced-cost help for qualifying individuals.

Note: A police report and a court case record are two different documents. You need to request each from its own agency: HPD for the police report, and the district court for the case record.
