How Citations Work in Wahiawa
HPD District 2 covers Wahiawa and central Oahu. When an officer issues a citation in Wahiawa, it will be one of three types: a Notice of Traffic Infraction (NTI) for civil violations like speeding or running a stop sign, a Criminal Traffic Citation and Arrest (CTCA) for more serious criminal offenses, or a Notice of Parking Infraction (NPI) for parking violations.
For NTI citations, you have 21 days to respond under HRS Chapter 291D. Your choices are to pay the fine, request a no-contest plea at a reduced amount, or ask for a hearing. Missing the 21-day window may result in a default judgment against you. NTI fines can be paid online at eTraffic Hawaii, by mail to the court, or in person at the Wahiawa District Court. Online payments carry a $1.50 flat fee plus 2.6% of the fine amount.
CTCA cases under HRS Chapter 291C require a court appearance. They cover DUI, reckless driving, and driving on a suspended license, among other offenses. These cannot be paid online and cannot be resolved without appearing before a judge. The court date is printed on the CTCA citation itself.
Note: Kamehameha Highway runs through Wahiawa and sees regular traffic enforcement. Citations issued on this road and on the H-2 near Wahiawa go to Wahiawa District Court.

A traffic abstract from the Hawaii courts shows your citation history as recorded by the judiciary. It costs $20. Request one at the Wahiawa District Court in person or by mail using the instructions on the traffic abstracts page. Include your name, date of birth, and driver's license number. Processing times vary.
The Hawaii Driver History Record from HIDOT costs $9 and comes from the state licensing database, not the courts. Request it through the HIDOT Motor Vehicle Safety Office. Insurers and some courts ask for the DHR specifically. Certified court copies are $1.00 for the first page and $0.50 per additional page.
