Schofield Barracks Traffic Ticket Records

Traffic ticket records for Schofield Barracks depend on where and how a citation was issued. Citations issued on public roads near the installation go to the Wahiawa District Court and are part of the Hawaii State Judiciary system. Citations issued on the military base itself may go through military justice rather than the state courts. This page explains the difference, shows how to access Hawaii state traffic records for the Schofield Barracks area, and covers the courts and agencies involved.

Military vs. State Jurisdiction

Schofield Barracks is a U.S. Army installation. Traffic citations issued on the installation itself by Military Police may be processed through the military justice system rather than Hawaii state courts. These on-base citations do not appear in the Hawaii State Judiciary's eCourt Kokua system and are not accessible through state court channels.

Citations issued by HPD officers on public roads adjacent to the base, including roads just outside the installation gates, are state citations and go to Wahiawa District Court. If you are not sure which system your citation went to, check your citation document. A Hawaii state citation will reference an NTI number and will list the Wahiawa District Court. A military citation will reference installation-specific forms and a military adjudication process.

For on-base citations handled by the military, contact the installation's legal assistance office or the Staff Judge Advocate. For state citations, use the eCourt Kokua system or contact the Wahiawa District Court directly. This distinction matters because the two systems have separate deadlines, fees, and processes.

Note: Service members receiving state citations must still comply with Hawaii state deadlines under HRS 291D, regardless of their military status. State court obligations do not pause for deployments without specific court orders.

State Traffic Citations Near Schofield Barracks

HPD District 2 covers the public roads around Schofield Barracks. When HPD issues a state citation, it will be a Notice of Traffic Infraction (NTI) for civil violations, a Criminal Traffic Citation and Arrest (CTCA) for criminal offenses, or a Notice of Parking Infraction (NPI) for parking. Under HRS Chapter 291D, NTI citations require a response within 21 days: pay the fine, request a no-contest plea, or request a hearing. CTCA criminal cases under HRS Chapter 291C require a court appearance and cannot be paid online. NTI fines can be paid through eTraffic Hawaii.

The eCourt Kokua system covers all First Circuit state courts, including Wahiawa District Court. Search by name, citation number, or case number. The system is free and available at any time without a login. Use it to check if a state citation was filed, see case status, or find a hearing date. This system only shows state court records, not military adjudication records.

The eTraffic Hawaii portal handles online payments and hearing requests for NTI civil infractions. You need your citation number and violation date. More information about both tools is on the Hawaii Judiciary traffic cases page.

Traffic Abstracts and Driving Records

A state traffic abstract costs $20 and shows your Hawaii citation history as recorded by the courts. Request one at Wahiawa District Court in person or by mail. Instructions are on the traffic abstracts page. The Hawaii Driver History Record (DHR) from HIDOT costs $9 and comes from the state licensing database. Request it from the HIDOT Motor Vehicle Safety Office. These documents reflect state records only. Military driving records are held separately by the installation.
